The executive mayor of a municipality (as in the case of eMalahleni) is a political head of the institution. Members of the municipal council choose the executive mayor.
The executive mayor appoints members of the mayoral committee among the councillors to assist the executive mayor. The members of the mayoral committee become heads of portfolio committees or section 79 or section 80 committees.
The executive mayor is entitled to receive reports from committees of the municipal council and forward these reports together with recommendations to Council.
