Since February 2001 South Africa has had the most far-reaching "state of the art" whistle-blowing legislation in the world. Understood and applied effectively, the new legislation known as the Protected Disclosures Act no 26 of 2000 will help to deter and detect wrongdoing in the hworkplace, acting as an early-warning mechanism to prevent impropriety and corruption within the public sector.

Understood correctly, whistle-blowing is not about informing in the negative, anonymous sense but rather about “raising a concern about malpractice within an organization”. The bravery of being prepared to blow the whistle is directly related to the cultural resistance in many organizations to transparency and accountability.

Whistle-blowing is therefore a key tool for promoting individual responsibility and organizational accountability. “Whistle-blowers act in good faith and in the public interest to raise concerns around suspected impropriety within their place of employment”. However, they often risk victimization, recrimination and sometimes dismissals.

The eMalahleni Local Municipality has established an Anti Corruption Hotline, which will be free in the future it is operational during working hours, however we are in the process of opening it for 24hours in due course.

Draft Budget Advert 2013 - 2014

 

INVITATION AND SUBMISSION OF COMMENTS ON THE 2013/2014 DRAFT BUDGET AND DRAFT IDP

The Draft Budget and IDP for 2013/2014 was submitted at a Council Meeting held on Thursday 11 April 2013 at 16h00 in the Council Chambers. Approval was given on the following with effect from 1 July 2013:

1) Draft Operating, Capital and Personnel Budget for the 2013/2014 financial year in terms of Section 160(2)(3)(b) of the Constitution of South Africa, 1996 (Act 108of 1996), read with Section 16(2) of the Municipal Finance Management Act
No.56 of 2003 (as amended)

2) Tariffs in terms of Section 10G(7)(a) and (b) of the Local Government Transition Act, No. 209 of 1993 (as amended), read with Section 75A of the Local Municipal Systems Act, 32 of 2000 (as amended) and Section 14 of the municipal Property
Rates Act, No.6 of 2004 (as amended) as follows:

Determination of taxable land values and assessment rates; Electricity; Water; Water (Ga-Nala entity); Refuse removal; drainage services; parking arrears; approval of building plans; cultural centre; rental of community halls in Lynnville and Schoongezicht ; Fire Brigade services; recreation resort; market services; railway service lines and private sidings; cemetery fees; issuing of certificates and furnishing of information; library services; rental of stadiums; service contributions;
rental hawkers; spatial planning; rental tariffs- business properties and flats and sundry tariffs.

The general purpose of the amendment is to: increase the assessment rates and increase the tariffs of charges. NB: the amendment of the tariffs will come into effect on 1 July 2013.

Any person who wishes to comment on the above mentioned documents must do so in writing and marked “ Representation regarding 2013/2014 Draft Budget and IDP” to the Municipal Manager within the stipulated inspection period on or before 13 May 2013 at 11h00.

Any person who wishes to object to the amendments of the tariffs must do so in writing within (30) thirty days after date on which this notice appears, i.e. on or before Monday 13 May 2013 in the tender box, which is situated in the garden next
to the civic centre, Mandela Street, Emalahleni.

Copies of the 2013/2014 Draft Budget and IDP will be displayed at the following
venues:
