Mr. Kgodiso Mashile

Kgodiso Lidvance Mashile is a qualified Civil Engineering Technologist. He holds two Baccalaureus Degrees (B-Tech Civil Eng.: Transportation Engineering, TUT); (B-Tech Civil Eng.: Construction Management, TUT) and National Diploma: Civil Engineering.

His work experience comprised of working for private sector (Construction & Consulting)and in the public sector which include provincial and local government. He joined Emalahleni Municipality since 04 February 2013.

Technical Services

 

The Technical Services Directorate is responsible for provision of basic services (drinking water, sewer services, electrical services, roads & storm-water). The directorate is charged within the overall responsibility to plan, develop, operate, maintenance of all the engineering services infrastructure throughout the area of jurisdiction of the municipality.

 

The municipality also functions as Water Service Authority (WSA) and Water Service Provider (WSP). The department is responsible for the provision of portable water and also supply raw water to all industrial areas within the municipality. The municipality is operating with three Water Treatment Works (WTW) schemes.

The water network has 950 km of pipelines and still some large components are of Asbestos Pipes.

There is a very limited use of ground water resources available within the area of the municipality mainly due to the seeping of acid mine water into sub-surface aquifers. The majority of existing boreholes are privately owned and mainly located in the agricultural small holdings.

Sewer Network:
The sewer network has 1700 km of pipelines with 27 pump stations within th network. Some components of old townships establishment are of Clay Pipes.
 
Septic Tanks:
There are areas which are still using septic tanks within the municipality averaging number of 630 units.
 
Pit Toilets:
All the rural areas and informal settlement use pitlatrines estimates at 30000 units.

The Municipality is a licensed distributor of electricity with exception to the mines as issued by National Energy Regulator of South Africa (NERSA). The electrical department is responsible for provision of electricity also ensuring public lighting and other energy services that satisfy our customers and community whilst maintaining sound business principles. Plan, construct and maintain an integrated network system which supplies electricity to the consumers.

Public Transport Infrastructure Service Division

The council owns 15 km railway siding which service the Ferrobank industrial area and also an airfield (Aerodrome) which provide service to most of the private aircraft around the area.

 

Maintenance of Municipal Buildings Division

The department is also responsibility for maintenance of all the municipal buildings.

The Engineering Technical Support Unit is the management of all engineering aspects to provide infrastructure for services to residents, businesses and building services to council management, to enable residents and businesses in the Emalahleni municipal area to engage in their social and economic activities and enable Council management to deliver outputs that satisfy customer needs. The division is responsible for:

  • Core Engineering support services (City Engineers/Technologists)
  • Project Management Unit (PMU)
  • Geographic Information System (GIS) for Basic Services
