OFFICE OF THE SPEAKER
A municipal council must have a chairperson who will be called a Speaker. At its first sitting after elections or when necessary to fill a vacancy, a municipal council must elect its speaker from among the councillors.
Functions of the Speaker
performs the duties and exercise the powers delegated in terms of section 59 of the Municipal Systems Act;
ensures that the Council meets at least quarterly;
maintain order during meetings;
ensures compliance in the Council and council committees with the Code of Conduct set out in Schedule 1 of the Municipal Systems Act, and
Ensures that Council meetings are conducted in accordance with the Standing Rules Of Order of Council.
To ensure that a quorum of councillors is present before a vote is taken (section 30(1)).
