This notice serves to inform the community of Emalahleni Local Municipality that a Disaster Management Committee has been established to deal with all issues regarding COVID-19 in line with the Government Gazette No. 313 issued on the15 March 2020 as per the Disaster Management Act 57 of 2002.

  1. The Committee has issued a number of notices in line with new regulations developed to prevent unintended spread of the virus.
  2. The municipality would like to plead with the community to cooperate in this time as it works on managing the spread of the virus.
  3. The community must note that the Municipality will not send anyone to conduct any investigations or assessments that will require the community to make any payments regarding COVID-19.
  4. The community must note that the Municipality is fully operational and all services shall be rendered.

This notice serves to inform Business Owners within Emalahleni Local Municipality of the declaration made by the President of the Republic of South Africa on 15 March 2020.

Government Gazette No. 313 issued on the15 March 2020 as per the Disaster Management Act 57 of 2002; declares the country in a State of Disaster as a result of the spread of the COVID-19.

This notice requires that all premises where there is foot traffic are maintained in line with the requirements of the National Department of Health.

  1. Business Owners are required to adhere to all notices issued by Emalahleni Local Municipality and any other legislations passed since the announcement of the declaration by the State President.
  2. Business Owners must be vigilant of any scams related to COVID-19.
  3. As per Regulation signed by the Minister of Trade and Industry on19 March 2020, all Business Owners are not allowed to hike prices for a list of goods by more than the increases in the costs to produce these products, and to hike their profit margins on these products to above average mark-ups during the three months. Section 7 of this Regulation stipulate fines for anyone found to be contravening the provisions of this Regulation.

This notice serves to share information regarding the use of dust masks/surgical masks was released by the World Health Organisation (WHO) and National Department of Health

We would like to encourage continuous cleaning of hands using soap and water as per notice.

If your job requirement does not need a dust mask and you do not have any symptoms related to the virus, a dust mask/surgical mask shall not be provided by Council as it is not a necessity to prevent contamination from the virus as per advice from WHO and National Department of Health.

This notice supersedes any provisions granted prior to the date of this notice.

In line with Government Gazette No. 313 issued on 15 March 2020, Circular 07 issued by the Department of Public Services and Administration 0n 16 March 2020 and Section 3 of Government Gazette No. 43107 issued on the18 March 2020 as per the Disaster Management Act 57 of 2002; notice is hereby given of the limitations and requirement on waste management activities taking place within Emalahleni Local Municipality.

  1. All Landfill sites will only be allowed to have a maximum of 30 recyclers conducting activities at any given time.
  2. Recyclers without proper protective equipments shall not be permitted on site.
  3. Recyclers are discouraged to open waste bags found on the kerb side awaiting waste collection.
  4. Households shall be given a limitation of only 10 refuse bags per collection cycle.
  5. Residents and business owners must make sure that all waste is not exposed and their refuse bags are tightly closed to prevent the spread of COVID-19.
  6. Residents and business owners are required to contain and manage their waste in an event that waste is not collected.
  7. Illegal dumping is prohibited.

These limitations are effective as of 19 March 2020 to 16 April 2020 or until such time a new declaration is announced by the President of the Republic of South Africa.

The limitations are made in the interest of managing the impact of COVID-19 and keeping our employees and communities safe from unintended spread of the Coronavirus.

It must be noted that any person found contravening the Act and its Regulations will be committing an offence and will be liable for a fine and/or imprisonment.

This notice supersedes any provision made prior to the date of this notice.

In line with Government Gazette No. 43107 issued on the 18 March 2020 as per the Disaster Management Act 57 of 2002; notice is hereby given on prohibitions and limitations imposed on premises selling liquor, that:

  1. All on-consumption premises selling liquor including taverns, restaurants, shisanyama and clubs must be closed with immediate effect or must not have more than 50 persons at any given time. Such premises are required to have adequate space available to limit social contact and to meet the required hygienic conditions in order to limit exposure to persons with COVID-19.
  2. All premises selling liquor which provide accommodation must implement measures to stop the spread of COVID-19. Such premises are required to have adequate space available to limit social contact and to meet the required hygienic conditions in order to limit exposure to persons with COVID-19.
  3. No special or event s liquor licenses will be considered for approval.
  4. All on-consumption and off-consumption premises selling liquor must adhere to the following trading hours:
  • Between 09:00am to 18:00pm on week days and Saturdays;
  • Between 09:00am to 13:00pm on Sundays and public holidays.

These limitations and prohibitions are effective as of 19 March 2020 to 14 April 2020 or until such time a new declaration is announced by the President of the Republic of South Africa.

The limitations and prohibitions are made in the interest of managing the impact of COVID-19 and keeping our communities safe from unintended spread of the Coronavirus.

It must be noted that any person who fails to comply with the Act and its Regulations will be liable to a fine or imprisonment.

This notice supersedes any permission or liquor licenses granted prior to the date of this notice.

This notice includes and is not limited to social gatherings at the following facilities and events:

  1. Places of worship (Formal and informal structures);
  2. Cemeteries and crematoriums;
  3. Malls, Shopping complexes and restaurants;
  4. Cultural centres;
  5. Casinos;
  6. Taverns;
  7. Saloons and spars;
  8. Public parks and open spaces;
  9. The Dome and conference facilities;
  10. Weddings and Funerals;
  11. Private functions; and
  12. Recreational and sports facilities (Cinemas, Swimming pools, gyms, Stadiums, etc.)

These limitations are effective as of 19 March 2020 to 14 April 2020 or until such time a new declaration is announced by the President of the Republic of South Africa.

The limitations on public gatherings are made in the interest of managing the impact of COVID-19 and keeping our communities safe from unintended spread of the Coronavirus.

It must be noted that any gatherings found to have persons exceeding a number of 100 will be contravening the Act and its Regulations and thus will be committing an offence. Such an offender will be liable for a fine and/or to imprisonment.

This notice supersedes any permission granted prior to the date of this notice.

  5. Ninja Park ;
  6. Kwa-Guqa Ext 7;
  7. Ga-Nala Park/ Civic Centre Park;
  8. Klipfontein Dam; and
  9. King George Park.

These facilities will be temporarily closed for a period starting from 20 March 2020 to 16 April 2020 or until such time a new declaration is announced by the President of the Republic of South Africa.

The temporary closure of the facilities is made in the interest of managing the impact of COVID-19 and keeping our employees and communities safe from unintended spread of the Coronavirus.

It must be noted that any unauthorised persons found in any of these facilities will be committing an offense and will be liable to a fine or imprisonment.

This notice supersedes any permission granted prior to the date of this notice.
