OPERATIONALISATION OF THE WEIGHBRIDGE AT LEEUWPOORT LANDFILL SITE (WASTE DISPOSAL FACILITY)

General notices September 9, 2026 2 min read

The Municipality hereby notifies all residents, businesses, waste transporters, and stakeholders that the weighbridge at the Leeuwpoort Landfill Site (Waste Disposal Facility) will become operational with effect from 21 September 2026.

The weighbridge will be used to accurately measure and record all waste entering and leaving the landfill site. Disposal charges will thereafter be calculated based on the actual weight of waste disposed of, in accordance with the approved Municipal Tariffs.

The implementation of the weighbridge system replaces the volumetric estimation model currently in use and aligns the Municipality with the requirements of the National Environmental Management: Waste Act, 2008 (Act No. 59 of 2008) and applicable waste management standards.

  1. Waste Disposal Process

The following procedure will apply to all customers using the landfill site:

  1. All vehicles entering the landfill site will report to the inbound weighbridge, where they will be registered and weighed by an authorised municipal official.
  2. Vehicles will then be directed to the designated working cell for the disposal of waste.
  3. After disposing of the waste, vehicles will proceed to the outbound weighbridge for a second weighing to determine the net weight of the waste disposed.
  4. Disposal charges will be calculated in accordance with the approved Municipal Tariffs.
  5. Payment must be made on-site using the Speedpoint facility, unless alternative billing arrangements have been approved by the Municipality.
  6. Once the process has been completed, vehicles may exit the landfill site.
  1. Registration of Waste Transporters

All private companies and waste transporters making use of the landfill site are reminded that, in terms of the Emalahleni Local Municipality Solid Waste Management By-laws, all waste transporters must:

  1. Register with the Municipality before transporting waste to the landfill site.
  2. Display a valid municipal waste transporter permit disc on each waste transportation vehicle.
  3. Comply with all landfill site rules and instructions issued by authorised municipal officials.

The Municipality appreciates the cooperation of all residents, businesses, and waste transporters as we continue to improve waste management services, strengthen environmental compliance, and enhance service delivery.
